2024 Water and Wastewater Master Plan now online

Oxford County has completed the 2024 Water and Wastewater Master Plan Class Environmental Assessment (EA) Study. The plan identifies the preferred water and wastewater servicing solutions to meet Oxford's growth needs to 2046 as well as provide effective ongoing continuity to existing serviced settlements.

About the Water and Wastewater Master Plan

Oxford County communities are growing, and so is our water and wastewater infrastructure. Supplying clean, safe drinking water to our residents and industry users and properly collecting and treating wastewater has a direct impact on the health of our community and the environment.

The Water and Wastewater Master Plan will set out the long-term water and wastewater servicing strategies to support existing needs and accommodate future growth in population and employment through to the year 2046. The Plan will ensure that the infrastructure improvements we make today will support the long-term growth and goals of Oxford County.

The Water and Wastewater Master Plan will consist of:

  • a comprehensive background review of water and wastewater services, including water distribution, wastewater collection, treatment facilities, storage towers and more;
  • a situation analysis of the County's current water and wastewater needs and projected changes to population, development, social and economic conditions, economy, facilities, and land use and planning initiatives;
  • a summary of public feedback;
  • a review of best practices; and,
  • list of recommendations and proposals to guide the County’s future water and wastewater services.


About the Class EA process for Master Plans

The Water and Wastewater Master Plan is being undertaken in accordance with the Municipal Class Environmental Assessment process for Master Plans, which ensures:

  1. all reasonable alternatives, including "Do Nothing," are considered; and
  2. that a preferred alternative will have minimal impact on the natural, cultural, social, and economic environment.


Have your say

Public participation and feedback is an important part of identifying the servicing needs and priorities of communities throughout Oxford County. All of Oxford’s residents and businesses were encouraged to provide comments through the master planning process. 

A first phase of public consultation ran from March to October 19, 2022. A second phase began in June 2023 for the information presented in Public Consultation Centre #2.

    Notice of Completion for the 2024 Water and Wastewater Master Plan

    Oxford County has completed the 2024 Water and Wastewater Master Plan Class Environmental Assessment (EA) Study. The plan identifies the preferred water and wastewater servicing solutions to meet Oxford's growth needs to 2046 as well as provide effective ongoing continuity to existing serviced settlements.

    By this notice, the Water and Wastewater Master Plan report is being placed online on the public record for a 30-day review period starting November 1 and ending November 30, 2023.

    Written comments will be accepted until November 30, 2023. All comments and concerns should be sent directly to either one of the contacts listed in the public notice. See the public notice

    A request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed, only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests must include your contact information and be received by November 30, 2023. Read the public notice for more details

    Final Draft of the 2024 Water and Wastewater Master Plan

    Oxford County’s Draft 2024 Water and Wastewater Master Plan is before County Council on October 11 following an extended 75-day informal review period after it was first presented on July 12. The update includes modifications to the multi-year capital implementation plan based on feedback from area municipalities.

    With these modifications, staff is seeking approval to file a Notice of Completion under the Municipal Class Environmental Assessment process and begin the final 30-day public review period.

    Draft 2024 Water and Wastewater Master Plan posted

    County Council received the Draft 2024 Water and Wastewater Master Plan on July 12, 2023. At Council’s request, the draft plan is being posted for an additional 75-day informal comment period before it moves to the final approval stage.

    Under the Municipal Class Environmental Assessment process for Master Plans, this last stage will include a final 30-day public review period before the document is accepted as the final 2024 Water and Wastewater Master Plan.

    The Draft 2024 Water and Wastewater Master Plan identifies the water and wastewater infrastructure needed to accommodate Oxford County’s projected population and employment growth to 2046.

    Specifically, it brings forward strategies that identify how and where the County will:

    • optimize existing infrastructure;
    • explore new well supplies;
    • expand water/wastewater treatment plants;
    • extend water distribution and wastewater collection systems;
    • build additional system redundancy;
    • continue to employ water conservation and source water protection; and,
    • introduce sewer system inflow and infiltration reduction.

    Information from Public Consultation Centre #2

    The Water and Wastewater Master Plan is now in its second phase of community consultation. Public Consultation Centre (PCC) #2 to review draft recommendations was held on Tuesday, June 27, 2023 as a virtual (online) public meeting.


    The Water and Wastewater Master Plan focuses on community-specific needs for the 17 drinking water systems and 11 wastewater systems in Oxford County. Some of the proposed projects in the plan include water treatment facility enhancements, wastewater treatment plant expansions, requirements for water storage, and linear infrastructure projects needed for growth. The presentation is a chance to learn more, ask questions, and share your comments.

    Second consultation phase for Water and Wastewater Master Plan now underway

    The second Public Consultation Centre for Oxford County’s Water and Wastewater Master Plan will take place next week to share draft recommendations with the community and seek further feedback.

    Tuesday, June 27, 2023
    6:00 – 8:00 p.m.

    Project team members will present the draft recommendations for the Water and Wastewater Master Plan based on public feedback from the first round of public consultations held last year. The presentation is a chance to learn more, ask questions, and share your comments. You can also ask a question or submit feedback through the online comment form at www.oxfordcounty.ca/wwwmp. Comments are being taken through this second phase of consultation up to Saturday, August 26, 2023.

    The presentation and a video recording of the Public Consultation Centre will be available on Speak Up, Oxford! after the event.

    About Phase 1 Public Consultation

    The first phase of public consultation ran from March to October 19, 2022. Feedback from this phase will be used to prepare recommendations for the draft master plan study report, which will be available for public review and comment before it is finalized.

    Phase 1 consultation included:

    • online feedback and question forms;
    • a virtual (online) public consultation centre on September 29;
    • in-person "pop-up" events at Canada’s Outdoor Farm Show, Tillsonburg Ribfest, and Ingersoll Town Hall in September; and,
    • comments submitted by email.

    The next public consultation centre will take place in spring 2023.
