2022 Business Plan & Budget 

County Council adopted the 2022 Business Plan and Budget with amendments at the regular December 8, 2021, County Council meeting, resulting in a $66.6 million tax levy. For the average residential property owner, this will bring a municipal tax increase of $24 for the year.

Highlights of the 2022 Budget include:

  • Funding to address the housing crisis. An enhanced housing strategy will identify gaps across the housing continuum and what actions are needed to meet the County’s immediate and future needs. Plans are in place to use provincial funding to build an additional 66 affordable units in 2022. 
  • Community paramedicine. Oxford County Paramedic Services receives $2.4 million in provincial funding to expand its community paramedicine program, supporting local health care by reducing the number of patients in hospital beds, nursing homes, or emergency rooms.
  • Enhanced long-term care. Woodingford Lodge receives $2 million in provincial funding to allow additional personal care time to support the health and wellbeing of residents. 
  • Investment in infrastructure. The capital plan makes major investment in our future, including Tillsonburg Wastewater Treatment Plant upgrade; Woodstock watermain extension work along County Road 4 and County Road 17; Drumbo Wastewater Treatment Plant expansion; and a second weigh scale at the Waste Management Facility.

    November 2021


    The Draft 2022 Business Plans and Budget was released as part of the Oxford County Council Agenda for November 10, 2021.

    It includes $271 million in expenditures to deliver County services, including $64.5 million in capital spending for information technology, equipment, fleet vehicles, and infrastructure renewal. The budget also includes 14 new initiatives that advance the County’s strategic priorities, like a community paramedicine program, housing strategy, and service improvements at the Waste Management Facility.



    Special County Council budget meetings


    Special budget meetings for Council to deliberate the budget will take place:

    Wednesday, November 17 – 9:00 a.m. - 12:00 p.m. - Agenda
    Wednesday, November 24 – 2:00 p.m. - 6:00 p.m. - Agenda

    The budget will be presented for approval at the regularly scheduled County Council meeting taking place Wednesday, December 8 at 9:30 a.m. Agenda

    Your Picture of the 2022 Budget Survey resultsfeedback from the 2022 Budget Survey helps us understand your priorities for the coming year. You told us housing, garbage and recycling, and long-term care were highest on your list for services delivered by Oxford County.

    You also told us that roads and bridges, paramedic services (ambulance), and community planning are services you want to continue to maintain at their current levels.

    Of the 596 people who responded to the survey, 75% said they received "fair" or "good" value for their Oxford County tax dollars.

    No matter where you live in Oxford County, the 2022 Budget Survey is your chance to have a say on which services should be a priority in the coming budget year.

    The survey is made up of questions about both:

    • services delivered by your local area municipality, for instance, emergency services, parks and recreation, etc.
    • County-wide services provided by Oxford County, such as human (social) services, water and wastewater, community planning, etc.


    Information collected from the budget survey will help provide a better understanding of how well municipal services are understood, how they are valued, and which ones are a priority for residents. Each municipality receives its own survey results to inform its budget planning process.

    The 2022 budget survey closes on August 31, 2021.
