About the project
Oxford County has awarded a contract to J-AAR Civil Infrastructure Ltd. for infrastructure improvements on Oxford Road 9 (Hamilton Road/King Street West), from CPKC Railway west to the Town of Ingersoll boundary and the intersection of Oxford Roads 9 and 10 (Ingersoll Street South).
This work will include:
- relocating utilities;
- installing sanitary sewer, watermain, curb and gutter;
- new traffic signals at Oxford Roads 9 and 10 and new street lighting;
- storm sewer improvements;
- sidewalk upgrades; and,
- landscaping and restoration.
Construction will be carried out in two phases:

November – December 2025: Start of sanitary sewer preparations

January – December 2026: Sanitary sewer, watermain and storm sewer, full road reconstruction, traffic signals, and final surface (asphalt) treatments
Please note construction schedules are weather dependent and subject to change based on contractor availability and other factors.
Public information meeting
A second Public Information Centre (PIC) is being held to allow the public to view plans and discuss the project details with Oxford County staff.
This includes Public Works engineering staff who will answer questions about the construction work taking place, as well as Finance staff who can answer questions about costs for sanitary services.

Oxford Road 9 (King Street West) infrastructure improvements
Oxford County is continuing infrastructure improvements to Oxford Road 9 (King Street West), with construction expected to begin in March 2025. Construction will include relocating utilities; replacing sanitary sewer, watermain, curb and gutter; new traffic signals at Oxford Roads 9 and 10 and new street lighting; storm sewer improvements; sidewalk upgrades; and landscaping and restoration. The affected area includes Oxford Road 9 (King Street West) from CPKC Railway west to the Town of Ingersoll boundary and the intersection of Oxford Roads 9 and 10 (Ingersoll Street South) .
A key part of this project is extending the Town of Ingersoll’s wastewater collection system to meet current and future growth needs. As part of this, some residents in this area who currently use septic systems will be connected to sanitary sewer (wastewater) service after construction is completed.
In Oxford County, as in most municipalities, property owners are responsible for the costs to extend new water and sanitary services to their neighborhood. Costs associated with servicing future growth needs are funded through Development Charges in accordance with the County’s Development Charges Background Study. We are in the early stages of planning for this infrastructure and will offer more information as the project progresses.

More information and updates
Servicing impacts: Residents who are being provided with a connection to the sanitary sewer system at the property line will receive information and updates from Oxford County to explain this process. For instance, closer to construction, you will be asked to provide Oxford County engineering staff with information about your septic system location and/or your preferred location for your sanitary sewer service to be placed to your property line. You will also receive annual updates explaining the billing process.
Construction impacts: Residents and businesses in the affected area will receive a notice in early 2025 with the construction start date and estimated completion date. This notice will describe any impacts to traffic, garbage and recycling collection, etc. Oxford County will also share traffic impacts with the broader community through local media, the County website, and social media.
